Framework: winning a place puts you on an approved list for future work. It's the entry ticket, not guaranteed work.

In plain English

Wirral Council, with Procure Partnerships, is setting up a national list of approved development partners that public bodies across all nine English regions can call on for property and regeneration projects, from master planning and planning permission through to design, construction and aftercare. It runs for up to four years from 1 April 2027, is open for bids now until 8 January 2027, and has an estimated value of £12,000,000,000; a place on it is the entry ticket to future work, not guaranteed work.

Good fit for: Established property developers and regeneration partners able to deliver large schemes through development agreements or joint ventures in one or more English regions.

The Framework consists of 63 Lots, comprising 36 Development Agreement Lots (Lots 1-36) and 27 Joint Venture / SPV Lots (Lots 37-63), split across nine English regions and a series of value bands. Development Partners may apply for one or more Lots and one or more regional areas, subject to the Lot constraints set out below. Full details of the Lot structure are set out under each Lot below. Potential Framework users may therefore include but are not limited to Local Authorities and Combined Authorities, NHS Trusts and NHS Organisations, Universities and Further Education Institutions, Housing Associations, and other Publ…
