The University of Essex is looking to establish a Dynamic Market under the Procurement Act 2023 for the provision of utility supplies, net zero, energy management and infrastructure solutions across the United Kingdom. The Dynamic Market will provide eligible contracting authorities and their agents, and any other organisation permitted by the Contracting Authority (hereafter known as Participating Bodies) with a flexible and compliant route to procure such supplies, services and works. The Contracting Authority is conducting a pre-market engagement exercise to consider the scope, structure and specification of the dynamic market, including but not limited to the following categories: 1. Electricity and Gas Supply, Procurement and Contract Management, including licensed supply, procurement support, contract management and import and export arrangements. 2. Utility Infrastructure and Connections, including electricity, gas, water and multi-utility connections, ICP and IDNO services, DNO liaison, project management and technical advice. 3. Metering and Data Services, including MOP, DC, DA, AMR and smart metering, meter asset management, data platforms, portfolio data services and metering consultancy. 4. Energy Compliance, Auditing and Assurance, including ESOS, TM44 and SECR support, energy auditing, bill validation, compliance services and technical assurance. 5. Net Zero, Carbon Management and ESG Consultancy, including decarbonisation strategies, carbon accounting, emissions reporting, ESG support, funding advice and delivery planning. 6.
