In plain English
Hammersmith and Fulham Council is preparing to procure an Environmental Enforcement Agency to provide uniformed officers tackling littering, highway obstructions and dog control offences across the borough, with a proposed two-year contract (plus option to extend by up to two more years) starting 1 December 2026. This is a preliminary market engagement exercise seeking supplier views on a proposed revenue-sharing model before any formal tender is published, so it is not yet open for bids.
Good fit for: Environmental enforcement or civil enforcement companies experienced with FPN issuance and public-space patrols.
- Provider bears operational delivery costs under a revenue-share model rather than fixed fee
- Requires trained, uniformed enforcement officers
- Must be able to prepare prosecution case files
- This is only a market engagement stage, not a live tender
