South Western Railway (SWR) is seeking to appoint a suitably qualified and experienced Depot Enhancement Specialist to deliver the Wimbledon Traincare Depot Enhancement Scheme through Network Rail PACE Stage ES4 and support progression towards PACE Stage ES5. The procurement will be conducted via a Single-Stage Competitive Flexible Procedure (CFP) under the Procurement Act 2023. The successful supplier will provide multidisciplinary depot enhancement services within a live operational railway environment, including design development, engineering assurance, stakeholder management, and support for Network Rail approvals and assurance requirements. Tenderers will be required to demonstrate proven experience in rail depot enhancement projects, multidisciplinary rail infrastructure design, Network Rail PACE processes, engineering assurance, and stakeholder engagement. Tenders will be evaluated against published technical and commercial criteria, with assessment focusing on technical capability, rail sector experience, programme delivery, risk management, and value for money. SWR reserves the right to award based on initial submissions or undertake negotiations where advantageous. The contract is expected to have a duration of 12 months(1-year) with an estimated value of approximately £1.094 million. Suppliers will be required to submit lump-sum pricing, enabling robust value-for-money assessment and comparison of bids. The procurement aims to secure the Most Advantageous Tender (MAT) through a competitive, transparent process that promotes quality, capability, delivery certainty, and whole-life value.
