Framework: winning a place puts you on an approved list for future work. It's the entry ticket, not guaranteed work.

In plain English

Northumbrian Water wants a number of delivery partners for short-cycle mechanical, electrical, instrumentation and control projects, typically low in complexity, at its water and wastewater sites across the North East and East of England. This sets up a list of approved suppliers over the period 14 April 2027 to 13 April 2032, worth an estimated £20,000,000 in total; a place on it is the entry ticket to future work, not guaranteed work.

Good fit for: Mechanical, electrical and controls contractors used to maintenance, refurbishment and small-scale works at water or wastewater sites.

The catch (with the notice's own words):
  • Must pass health and safety (CDM) competency check or lose the place Failure to pass would potentially result in the offer of a Framework Agreement to be rescinded.
  • Must meet electrical contractor competency rules Electrical Contractor Competency Requirements
  • Must follow Northumbrian Water's engineering and asset standards NWL's Engineering Specifications

The framework will support maintenance, renewal, refurbishment and like-for-like replacement activities associated with NWL's above and below ground assets, including but not limited to: Water treatment works Wastewater treatment works Reservoirs Pumping stations Inlets and outlets Associated water and wastewater infrastructure Projects will typically range from approximately £10,000 upwards, with the majority of requirements expected to be low-value, low-complexity schemes requiring responsive and flexible delivery partners. Works may be delivered independently or in partnership with NWL's in-house delivery teams and may include: Planned and responsive maintenance activities Refurbishment and renewal projects Out-of-hours support services "Gang-in-a-van" type delivery models Bundled or batched projects of higher aggregate value but similar complexity While the framework is intended primarily for specialist MEICA contractors, associated civil engineering works required to facilitate delivery will form part of the scope. NWL reserves the right to award higher-value contracts to framework partners where contractors demonstrate successful performance on lower-complexity projects.
